Using experimental and qualitative data from Oregon’s restrictive housing step-down program, this study examines how reforms shape daily life and perceptions of correctional officers. Findings suggest that step-down programs can improve the experience of confinement by increasing time out-of-cell and opportunities for social interaction, but may not fundamentally change the function of restrictive housing.
